RIPQ-66-2020 - Amendment-1 - Service line item descriptions have been updated. PRE-PROPOSAL CONFERENCE:  There will not be a pre-proposal conference for this sourcing event.  Please direct all questions in writing through the Q&A Board for this solicitation. INTRODUCTION Parent Educators provide educational services, materials and information to parents and children experiencing the transition of separation, or divorce, or of conflict related to unresolved parental disputes over the care and custody of children, as authorized by the Court and directed by the Department of Community Justice (DCJ), Family Court Services (FCS). SCOPE OF WORK Parent Educators shall present information and materials concerning legal issues, child development, conflict resolution strategies and community resources to parents who have custody and parenting issues before the Court. To achieve this, Parent Educators shall perform the following services: A.     As requested by FCS, Parent Educators shall be available to teach (individually or co-teach) the following curriculums: “Parents Helping Children Cope with Family Change” or any other FCS-approved curriculum that meets the Court’s requirements and objectives for parents enrolled in the Parent Education program. B.      Parent Educators shall assist FCS program staff with enrolling participants in the program, manage and maintain a class environment conducive to learning and gaining applicable and beneficial parenting skills, and distribute materials, as needed, to participants. C.      Parent Educators shall arrive one-half hour prior to the scheduled class start time and shall remain until all participants have left the classroom. D.     Parent Educators shall notify FCS staff no less than seven (7) days prior to their scheduled parent education class if they are unable to attend/teach. Parent Educators shall find a substitute for the scheduled parent education class from among the group of contracted parent educators. Parent Educators shall notify FCS that a specified substitute shall teach the class. E.     Parent Educators shall attend twice yearly meetings for the purposes of program review and/or development, training in material related to delivering parent education, address general service delivery issues and/or resolve any operational problems. Parent Educators work individually with the County program as independent professionals and as such organizations who contract to provide the administration of similar services with various providers do not meet the need of the County model.  However, we encourage providers to respond individually as independent contractors with the County. METHOD OF AWARD In order to qualify, proposers must receive a minimum of 70% of the total points possible. The County may award multiple contracts from this RIPQ. Upon qualification, proposers are placed in a pool of qualified suppliers who will be eligible for potential contract awards. There is no guarantee that any contract will be awarded. ESTIMATED PURCHASES As of August 8, 2019 the current rates are as follows:  Parent Education Services (English): $60.00 per hour  Parent Education Services (Spanish): $62.75 per hour  Mandatory Trainings/Meetings Attendance: $60.00 per hour Funding of the work described in this RIPQ is not guaranteed. Fluctuations in funding year to year should be expected. The County cannot assure that any particular level of work will be provided and the contract will permit the County to add or remove work as necessary depending on availability of funding.  The County does not guarantee that any minimum amount of services will be purchased. METHOD OF CONTRACTING A sample Services Contract is attached showing the standard terms and conditions. Carefully review the terms and conditions of the attached sample Services Contract. Additional Contract terms and conditions related to this procurement, if any, are set out below in the section entitled Special Contract Terms and Conditions. TERM OF CONTRACT The contracts awarded from this solicitation will be “fixed term” or “fixed term with options”, which means the maximum contract term will generally be five years in length, or the remaining time of the procurement, whichever is shorter. The initial contract may be from one to five years with option(s) to renew with additional one year periods depending upon length of time available until the procurement ends, continued need for services, funding availability and service performance.  CONTRACT NEGOTIATIONS Once selected in the allocation process, the County will initiate contract negotiations with the Proposer. Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and/or concurrently  initiate contract negotiations with other qualified Proposers.  INSURANCE REQUIREMENTS The insurance requirements are set forth in Exhibit 2 of the Services Contract located in the Buyer Attachments page.  Please review these requirements carefully. Suppliers are required to carry Commercial General Liability coverage at $100,000 per occurrence and $200,000 aggregate. Professional Liability coverage may be accepted in lieu of Commercial General Liability. This shall be decided on a case by case basis.  PRE-AWARD RISK ASSESSMENT Successful proposers whose contract award includes federal funding (as identified by a Catalog of Federal Domestic Assistance number) will be subject to a PreAward Risk Assessment (which includes an evaluation of financial stability, quality of financial /management systems, experience with federal funds, reports and findings from audits) completed by Multnomah County (if one has not been submitted in the last year) prior to the issuance of a contract. Contractors who fail to submit the required documents will not be eligible for a contract from the County. MINIMUM PROPOSAL SUBMITTAL REQUIREMENTS At the time of proposal submission, Proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements shall result in rejection of the proposal. Timely Proposal Response - The Proposal response must be received by Multnomah County Purchasing no later than 4:00 P.M. local Portland time on the proposal submission deadline. Proposer Representations and Certifications - The Proposer must certify that they agree to the Proposers Representation and Certification terms in the Pre-requisite page of the Sourcing Event. At the time of contracting, Proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements shall result in cancellation of the contract. Proposers must submit verification that all insurance requirements are met. Proposers must be legal entities, currently registered to do business in the State of Oregon (per ORS 60-701).
