Description

        This is a Request for Intermediate Proposals (RIP) used when County expenditure will be less than $150,000.00 for the initial term of the resulting contract. PRE-PROPOSAL CONFERENCE:There will not be a pre-proposal conference for this sourcing event.INTRODUCTION AND BACKGROUND:Clean air and land, and a stable climate are the basic environmental foundations of thriving civilization. The current extractive economy has resulted in severe pollution and climate change, with these burdens falling disproportionately on low income people (LIP), and black, indigenous, and people of color (BIPOC) communities. These communities are often overburdened due to historical (e.g. redlining) and ongoing (e.g. displacement) systemic racism and oppression that is a barricade to self-determination by these communities in deciding where to live and the quality of the communities they live in. Environmental injustice is experienced as both place (e.g. forced exposure to unsafe roads and toxic air) and process (e.g. power to choose what kind of industries and pollution, if any, to allow). Environmental injustice both compounds and reflects the racial, social and economic injustices our LIP and BIPOC communities experience. These disparities are reflected across a wide range of health, social, and education outcomes. Multnomah County’s 2019 report on poverty (please see the link to this report in the Buyer Attachments section of the sourcing event) presents grim data on the rate of poverty and the inability of people to make ends meet across the County as a whole, and the stark economic disparities that BIPOC and youth experience. These burdens closely follow the burdens of exposure to poor air quality and increased rates of respiratory disease, the burden of energy poverty and its destabilization of household budgets, and the burden of unsafe streets and limited transportation options that limit access to educational and economic opportunities. While not all disparities are caused by environmental injustices, this framing is critical for influencing sustainability and environmental health practitioners. That race, poverty and environmental injustice alignment is not a coincidence. It was with this in mind that the Board of County Commissioners passed an Environmental Justice Resolution in 2018. The resolution directs County offices to produce, within two years, an “environmental justice snapshot” that identifies environmental health indicators, lays out current practices and proposes ways to improve the environmental health of affected neighborhoods. This project will help to inform the development of the snapshot by working with the community to better understand how climate change is impacting and will impact BIPOC and LIP people living in Multnomah County. The learning from this work will also influence the development of the Climate Action Plan Update. As we transform our society from extractive to regenerative of people and land, we must measure and be accountable to environmental justice principles and outcomes. This project will play a key role in that accountability, through community driven development of a baseline set of environmental justice indicators that will be measured over time. The indicators will serve to shape program and policy decisions, and will be a substantial part of how these are evaluated over time. The indicators will inform the development of the 2020 Portland/Multnomah Climate Action Plan and will provide a foundation for measurement of impact of that Plan over time. PROJECT GOAL:Multnomah County Office of Sustainability is seeking a qualified consultant to develop a shared and prioritized set of community environmental justice indicators within the context of climate & energy to guide future County/community partnerships, programmatic decisions and accountability from the County to the community. The indicators will connect closely to community climate impacts: • What climate impacts are community members experiencing and concerned about, e.g. extreme heat, flooding, forest fire, etc.?• How do different strategies of addressing climate change benefit/burden communities?• How do different communities perceive these issues? How are they differently equipped and do they have different needs? SOLUTION REQUIREMENTS/SCOPE OF WORK:Supplier will organize and facilitate a community led process to develop a shared foundation of knowledge and community defined indicators utilizing culturally competent popular education approaches. Process will prioritize voices underrepresented in climate and energy planning, including BIPOC and LIC. As a starting point, the contractor will review previous preliminary indicators (please see the “EJ Snapshot Preliminary Maps” link in the Buyer Attachments section of the sourcing event) developed by the County’s Environmental Health Program and Office of Sustainability, as well as recent reports on energy poverty (please see the “Oregon Energy Burden Study” link in the Buyer Attachments section of the sourcing event). It is not intended that these resources take precedence over community perspectives, but rather present a starting point of what data is currently available, and what thinking has been done to date on the topic. Below, the County provides an example of the project elements that the County envisions may be included in a solution/scope of work. However, Suppliers are encouraged to submit project solution/scope of work that reflect the approaches that make the most sense for the community(ies) they plan to work with. Project Completion Timeline:  Must be completed no later than June 30, 2020. Task 1: Finalize Project Approach, Timelines, Partnership Agreement - Work with Multnomah County Office of Sustainability and Environmental Health to refine suppliers proposed scope of work, project timeline, and partnership agreement between Multnomah County and suppliers around shared project expectations (e.g. decision making, feedback, staff involvement). Project plan will shape and inform each of the tasks below. Expected Deliverable: Project plan, County/Supplier agreement. Task 2: Community Partnership/Recruitment Planning – Complete power mapping exercise and develop targeted engagement strategy for grass tops and grass roots recruitment of participation and education/engagement for non-participating community members/organizations. Identify and recommend solutions to barriers to participation. Include at least two (2) public engagement opportunities in East Multnomah County (minimum one (1) outside City of Portland). Expected Deliverable: Proposed engagement and recruitment strategy. Task 3: Cultivate Cohort/Calendar Specific Meeting Times, Milestones, Community Events – Engage community based organizations and community members to identify cohort of direct participants and partners in implementing wider community engagement strategy. Secure commitments for process in form that is deemed appropriate by all parties. Set meeting schedule, participant group milestones, and community event schedule. Expected Deliverable: List of participants in cohort, schedule of meetings/events and milestones. Task 4: Curriculum/Agenda Development - Work with selected cohort, community partners, and County staff to develop a series of activities and agenda for cohort meetings and community forums, which are engaging, inclusive, and deliver results. Expected Deliverable: Formal set of agendas and activities. Task 5: Implementation - Conduct meetings, host forums.  Expected Deliverable: Attendance sheets, meeting notes, participant findings/feedback, and event summary included in the final report. Task 6: Project Report - Provide formal report vetted by community stakeholders to Multnomah County and community partners in person and in writing. The report should include a set of recommended environmental justice indicators, as well as responding to key questions such as:• What does an environmentally just community look like?• How close is Multnomah County to achieving conditions that reflect environmental justice?• What further information is needed to determine this? Expected Deliverable: Final report ESTIMATED PURCHASES:Not to exceed thirty-five thousand dollars ($35,000.00) for the purchase of these services. The County does not guarantee any minimum purchase of these services. CONTRACT AWARD:County is seeking to award one contract through this sourcing event. Award, as determined by the County, will be made to the responsible supplier whose proposal the County determines is most advantageous to the County based on the evaluation process and evaluation factors described in this sourcing event.A services contract "sample" form is provided in the Buyer Attachments page showing the standard terms and conditions. Carefully review the terms and conditions of the contract. Additional contract terms related to this procurement, if any, are set out below in the section entitled Term of Contract. CONTRACT TERM:The contract term will be negotiated at time of contract award and will be dependent upon the product and/or services provided. The negotiated contract term will be in compliance with all public procurement laws and Multnomah County PUR-1 contracting rules.CONTRACT NEGOTIATIONS:The County will initiate contract negotiations with the responsive and responsible Supplier with the highest scoring proposal. The County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with the next highest scoring responsive and responsible Supplier. This process may continue until a contract agreement is reached. The County reserves the right to score the acceptance of its standard contract terms and conditions as a part of this sourcing event.COMPENSATION AND PAYMENT:Compensation method for services will be deliverable-based payments upon acceptance with a not to exceed cap. All final invoices for work completed must be submitted to the County no later than June 15, 2020.INSURANCE REQUIREMENTS:The Supplier awarded a contract as a result of this sourcing event will be required to provide at a minimum the insurance outlined in the table below. The type of insurance required will depend on the type of services and or products provided under the contract which will be negotiated during the contract process. Please refer to Sample Exhibit 2 in the Buyer Attachments section of the sourcing event.  Type of Insurance Per Occurrence Aggregate Commercial General Liability $1,000,000 $2,000,000 Commercial Automobile Liability $1,000,000 $2,000,000 Workers Compensation Required PRE-AWARD RISK ASSESSMENT:Successful proposers whose contract award includes federal funding (as identified by a Catalog of Federal Domestic Assistance number) will be subject to a Pre-Award Risk Assessment (which includes an evaluation of financial stability, quality of financial /management systems, experience with federal funds, reports and findings from audits) completed by the County (if one has not been submitted in the last year) prior to the issuance of a contract. Contractors who fail to submit the required documents will not be eligible for a contract from the County.MINIMUM PROPOSAL SUBMITTAL REQUIREMENTS:Timely submission of responsive, responsible offers is the only minimum requirement for this sourcing event.MULTI-STAGE SOURCING EVENT SUMMARY: The County will follow a multi-stage sourcing event that incorporates the following potential steps in the Multco Marketplace Supplier Portal: • Panel Questionnaire Solution and Supplier Research (Unscored)• Autoscored Supplier Qualification based on Solution Requirements• Site Visit(s)• Panel Questionnaire Proposal Solution/Service Requirements• Panel Questionnaire Proposal Doing Business with Multnomah County• Oral Evaluation• Pricing Evaluation• Best and Final Offer (BAFO) The purpose of a multistage process is to identify and adjust the competitive range between proposed solutions based on the evaluation of each stage with the goal of identifying the most advantageous solution at the conclusion of the process. The first stage for this Sourcing Event will be a Panel Questionnaire Proposal Solution/Service Requirements. The follow-on stages will be determined based on the results of the first stage. The County reserves its right, at its sole discretion, to modify, adjust, re-order, repeat, re-schedule or cancel individual steps by written notification to all affected parties. The County may, at its sole discretion, make an award at such time as the most advantageous solution for the County has been identified through this competitive process. EVALUATION PROCESS AND CRITERIA:Proposed solutions will evaluated using a combination of auto-scoring and scoring by an evaluation panel depending on the stage. Scores of each stage will be added together for a total score for all stages excluding Best and Final Offer (BAFO). If the County uses an optional BAFO process, prior scores will be considered but a new score will be determined based on evaluation of BAFO.The County is seeking a solution and/or services that meets or exceeds its identified requirements based on the judgment of the evaluator(s) and the score of the supplier’s offer determined by this process, at a cost that is deemed by evaluator(s) to be reasonable, responsible and optimal for purchase with public dollars.DETERMINATION OF COMPETITIVE RANGE:The County may determine Competitive Range based on a natural break in scores for those proposers that are determined to be closely competitive and have a reasonable chance to be the Most Advantageous Proposer.At the conclusion of each stage, all proposers will receive notification of which Proposers have been determined to comprise Competitive Range if a determination is made, or a notification of award if the County has identified the most advantageous solution and/or Supplier. Proposers determined to be within the Competitive Range will continue to the next stage if applicable.
