SERVICE DESCRIPTION, FUNDING AND CONTRACTING INFORMATION PURPOSE AND OVERVIEW The Multnomah County Mental Health and Addictions Service Division (Department of Behavioral Health as of July 1, 2020) is seeking proposals from whom it may purchase meal delivery services that are intended to assist chronically mentally ill adults in residential services. Multnomah County Mental Health and Addictions Services Division (Behavioral Health Division) has contracted for meal delivery services for a ten-bed facility for the past two years.  It is anticipated that the County will expand meal delivery services to new programs in the next fiscal year. Major service components include: Two meals per individual residing at the County named facility and up to ten individuals. The initial total number of meals provided by Proposer shall not exceed twenty meals per day.  Proposer must have the capacity to ramp up delivery operation to additional facilities and provide up to sixty more individuals with two meals per day. Meals shall comply with the 2015-2020 Dietary Guidelines for Americans. Proposer shall provide meals for every day of the year, including weekends and holidays. Proposer shall develop with the County a schedule to deliver meals to the facility or facilities that meets the County needs and requirements. Responsiveness to dietary restrictions.  INTRODUCTION AND PROGRAM HISTORY  Multnomah County Mental Health and Addictions Services Division (Behavioral Health Division) is responsible for planning, leadership, advocacy, coordination and delivery of services to chronically mentally ill adults living in our service area.  We believe that mental health is fundamental to the overall health and well-being of an individual and is the basis for positive impacts to family, community, and society.  Multnomah County Mental Health and Addictions Services Division (Behavioral Health Division) provides needed housing and shelter safety-net services for some of the most vulnerable members of our community.    Multnomah County Mental Health and Addictions Services Division (Behavioral Health Division) currently contracts for two hot meals per day, per resident, at one ten bed facility.  It is anticipated that our meal delivery needs for a shelter and a day center program will expand in the near future.   Proposer sees that there will be individual meal services for residents to heat and consume meals in more private settings and there is a congregate meal service.  The congregate meal service is designed for a number of clients to eat at the same time in a shared communal space.   GOALS, VALUES AND OTHER IMPORTANT CONSIDERATIONS  The overall mission of the Behavioral Health Division is to build and maintain high quality, accessible, culturally competent Systems of Care for youth and adults with a mental illness, emotional or addictive disorder. The Behavioral Health Division endorses a recovery philosophy and believes that treatment should be community-based as much as possible to incorporate the consumer's existing support systems. Mental health services to adults, children and families provided through a System of Care include community-based services, respite, sub-acute & inpatient care, treatment, and transitional housing that are integral in achieving and maintaining recovery.  The sustained vision of Behavioral Health Division is that the Multnomah County Mental Health System of Care built and maintained by Multnomah County, community treatment/services providers, community leaders, cross systems partners, consumers, and allies will be a coordinated, comprehensive service delivery system that actively achieves a reduction in current disparities.  Behavioral Health Division’s goal is that this system will represent the community-wide collaboration of diverse partners that uphold cooperation over competition and overcome systemic silos to achieve better outcomes for individuals and the community. Together, we will ensure that ALL members of our community have access to a diversity of quality treatment options that are culturally responsive, equity-based, and linguistically appropriate, built on promising and best practices, and utilize innovative local strategies. FUNDING Behavioral Health Division has budgeted approximately $400,000 for this procurement, spanning a five-year period.   Funding of the work described in this RFP is not guaranteed and the expansion of the meal delivery services will depend upon available funds and expansion of mental health programs. Fluctuations in funding year to year should be expected. The County cannot assure that any particular level of work will be assigned and the contract will permit the County to add or remove work as necessary depending on availability of funding and department needs or priorities. SCOPE OF SERVICES  Nutrition Services:  The objectives for the Behavioral Health Division program meal delivery service is designed to support mental health clients in designated programs that lack the ability to do their own meal preparations.  Applicants for this RFP will need to demonstrate the ability to provide appealing meals that promote health and meet the 2015-2020 Dietary Guidelines for Americans as issued by the USDA (United States Department of Agriculture) at https://health.gov/our-work/food-nutrition/2015-2020-dietary-guidelines/guidelines/ This RFP is for two meals per day (lunch and dinner) for up to ten individuals.  Proposer must have capacity to ramp up services to provide an additional two meals per day for up to sixty additional clients as the Behavioral Health Division develops anticipated programs that will require meals. Awarded supplier will develop with the County a schedule to deliver meals to the facility or facilities that meets the County needs and requirements. Staff at the residential facility/shelter will contact the Proposer providing the food once per week to update them on census and any allergy or dietary restrictions of residents.   CONTRACT NEGOTIATION  The County will initiate contract negotiations with the responsive and responsible Proposer with the highest scoring proposal. Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with the next highest scoring responsive and responsible Proposer. This process may continue until a contract agreement is reached. CONTRACT AWARD Multnomah County strongly encourages the participation of Minority-Owned, Women-Owned, and Emerging Small Businesses and Organizations in providing these services.  The County reserves the right to select Proposers who have submitted a proposal scoring fewer points than a higher scoring proposal based on the Proposer’s ability to best meet the County’s programmatic needs. If a Proposer who has submitted a proposal that has scored fewer points is recommended for selection, the Board of County Commissioners must approve the award. CONTRACT TERM  The contract term shall be five years. The County shall have the right to terminate the contract on any contract anniversary. COMPENSATION AND METHOD OF PAYMENT  Payment will be made within thirty days of submission of an itemized invoice of services that includes the date, equipment serviced, hours worked, site worked at, cost of service, inventory consumed, and a copy of the service order signed by the onsite staff.  Payment for services invoiced beyond thirty days from the date of service may be denied. Receipt of EFT payments highly recommended. COOPERATIVE PURCHASING Not applicable for these services INSURANCE REQUIREMENTS  The Proposer awarded a Contract as a result of this RFP and the follow on allocation process will be required to provide the insurance described in Exhibit 2 of the Multnomah County Services Contract located in the Buyer Attachments page.  Exhibit 2 of the Sample Contract reflects the minimum insurance required of a Contractor to provide this service. Additional insurance coverage may be required depending on the key features of service delivery chosen by the Contractor. Final insurance requirements will be subject to negotiation between, and mutual agreement of the parties prior to contract execution.
