Description
Clean Water Services (District) invites qualified renewable natural gas (RNG) project developers to submit proposals to purchase biogas generated at District’s Rock Creek Water Resource Recovery Facility under a 20-year contract where the project developer will design, build, own, operate and maintain the facilities needed to convert the biogas to RNG and inject the RNG into the local gas utility pipeline. Interested project developers must submit proposals.
Interested project developers must submit proposals electronically to Christina Gangle, Procurement Supervisor, via Equity Hub’s Bid Locker at https://bidlocker.us/details/4480 (Bid Locker) by Wednesday, October 16, 2024 at 2:00:00 p.m. (PST). District will not accept late proposals or proposals that are faxed, mailed, or emailed. Before project developers can submit their proposals, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Proposals will not be opened publicly nor read aloud.
The Request for Proposals (RFP) document may be downloaded from Bid Locker at https://bidlocker.us/details/4480. It is the project developer’s responsibility to refer daily to Bid Locker’s website to check for any available amendments or addenda, response to inquiries or questions, cancellations, or notices of intent to award, and any and all information regarding this opportunity. It is not District’s responsibility to notify participating project developers by email or by any other means of any of the above. Copies of this advertisement can be obtained on the Bid Locker website or District’s website at https://dynamic.cleanwaterservices.org/Bids. Project developers need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).
District may reject any proposal not in compliance with all prescribed procedures and requirements, and may cancel the solicitation or reject, for good cause, any or all proposals upon a finding that it is in the public interest to do so.
