Description

The Board of Trustees for the College of Southern Maryland (“College”) is requesting sealed proposals from qualified contractors to produce a series of promotional and informational videos. These videos will engage prospective and current students, alumni, and the community by promoting various academic programs, training opportunities, internships, and showcasing testimonials from successful alumni. The project will consist of twenty-two (22) videos.

Submitted Questions About This Proposal

These are vendor questions for which the agency has supplied an answer.

Questions
Two related questions regarding the Submission Forms: 1) In filling out the electronic Submission Forms, I find myself unable to include an electronic signature (the forms only accept text inputs). Typically, I would copy and paste a scanned image of my signature into the form to keep everything electronic, but I can’t seem to be able to do that in this submission form. Alternatively, I can always fill out the form electronically, print it out and sign it, and rescan it to then submit it electronically. Does that work for you, or were you hoping to receive the form in its native electronic format? 2) Regarding the Technical and Original Proposal Packages – is it acceptable to submit the Submission Forms electronically in their current format (all forms in one document), or would you like us to include the individual for pages within the designated sections of our Proposal Packages (ie. the Reference Forms within the Technical Proposal Package and the other forms in the Original Proposal Package?)

1) The document can be saved as a pdf, which should then allow the copy and paste a scanned image process. The documents can be printed and signed then scanned. It is a business decision regarding what process you follow to sign the documents. 

2) The content of the proposal packages should be followed. The Technical Proposal Package content is described in Section 2.0 of the RFP. The Original Proposal Package content is described in Section 3.0 of the RFP. 

What is your budget for video production, in total and/or per video?

Can you provide insight on the general locations where alumni that have been chosen to provide a testimonial are located? For example: are all participating alumni located within the southern MD region, or are they state-wide/spread out?

Of the college’s four campuses, are there particular campuses where you expect the majority of the filming to take place? This will be helpful in estimating travel time between campuses.

You mentioned this project will be split over two fiscal years. What fiscal calendar does the college run on? July to June, January to December or other?

The College fiscal year is from July 1 to June 30.

Will there be a paid media buy to go with these spots? If so, what is the anticipated length of each buy? Would the spots run multiple times per year (i.e. 4 weeks in spring and again for 4 weeks in fall?). What channels would you anticipate buying media for, (social? Broadcast? Cable? Streaming/OTT?). We only ask because we want to provide a proper estimate from our voiceover artists and their rates often vary depending on the length and reach of the media buy.

For the Short term non-credit training, community enrichment course, and work based learning informational videos; is there a preferred time length for those videos? Additionally, do you foresee those videos being b-roll and voiceover based, or do you foresee those being testimonial or interview based?

Are there examples of work, either work from CSM or another institution, that you hold in high regard and would like to emulate in production value and or style for this project. If so, can you share them? It’s always helpful to see what inspires your team so that we can use that as a jumping off point with regards to creative direction.

Will you require us to create vertical versions and square versions of the deliverables for use on social media platforms? If so, what specific formats would you need and for which videos would you need them. The most common formats are 9x16 which is formatted for Meta Stories, 5x4 which is formatted for Meta newsfeeds. Are there any other additional formats you might require?

1. Page 2 - Section 2.6 - References states "Offerors will provide no less than five (5) projects completed within the past three (3) years..." Given the impact of the pandemic on production work (specifically in person projects of the type outlined here) can the College extend the time period for past performance references be expanded to projects completed in the past 5 or 6 years? 2. Also in Section 2.6 – the RFP asks for reference in “video production in higher education.” Given the number of reference being asked for and that similar production approaches are also used for other market verticals such as government, non-profit, medical, etc., will CSM consider similar work done for other markets or are they looking just for samples in higher education? 3. There are a number of similar overview videos on the CSM YouTube channel. a. Are the videos to be produced under this RFP intended as an update for those older ones? (ie: meant to potentially replace them?) b. What was the budget for the overall project (or per video) the last time this work was done? 4. Does CSM have a maximum budget or budget range for this current project? If so, what is the budget? 5. Response deadline: Given the holiday period, can CSM provide an extension of the response deadline so proposals are due NLT Friday 1/10/25 at 5pm?
