Description

The City of Hillsboro (“City”) seeks a highly qualified professional or firm to lead the development of a City-wide asset management strategic plan.  Proposers should have prior experience leading similar asset management efforts. Advanced project management and communication skills are required as well as group facitilitation and consensus building skills. The City manages a variety of assets ranging from fire trucks to park benches. We are proactive in the maintenance, operation and reinvestment of our assets and are looking for consulting support to  develop a City-wide Asset Management Program Strategy (“Strategy”) and implementation plan.  The City Manager’s office is leading this effort.  This initiative will include all departments.  Current asset management programs are more robust than others but some asset management work is currently being done by all departments. This Strategy will provide a framework and objectives that each asset owner will use to proactively management their assets.  Once the implementation plan is complete, City staff will take the project over and consultant work will wrap up.  The City is not looking to contract for help performing implementation, gathering or organizing data or other administrative tasks.  When implementing the strategy, each department may not be on the same step of the framework at the same time – some may move more quickly than others but the steps/framework will be the same for all. The Consultant will be asked to evaluate our existing software to determine if it will meet our needs going forward and what if any functionality is lacking.  The City is not seeking proposals to provide this software and proposals offering to provide consultant services and software as a package will not be considered.
