Description

The City of Hillsboro intends to sole-source the above procurement. The City Manager has approved this sole source and intends to award a contract to USG-Umweltservice for the one-time/single purchase of a Puma 2400 Sand Filter Cleaner to clean the City’s Slow Sands Water filtration beds utilized to produce drinking water that meets Oregon regulatory requirements. The City intends to make this purchase prior to this fiscal year-end and the cost is approximately $410,000. This procurement will be made as provided in the City’s Public Contracting Rules COH-47-0275.  The City intends to sole source these goods and services for the following reasons:   The efficient utilization of existing goods or services requires the acquisition of compatible goods or services; the City's Slow Sands Water filtration beds require periodic cleaning to maintain filtration standards to produce drinking water that meets Oregon regulatory requirements. The cleaning process removes a thin layer of dirty sand of a precise thickness. The cleaning unit performs the removal while ensuring that the filter bed remains perfectly level and does not compact the sand granules.   Other findings support the conclusion that the goods or services are available from only one source. USG-Umweltservice is the manufacturer of a PUMA 2400 Filter Cleaner, which cleans the slow sands water filtering beds at the Water Departments Treatment Facility. The current machine the City owns is almost 30 years old and budgeted for replacement in FY21-22. The manufacturer of the current machine is no longer producing or supporting this equipment and does not intend to make a new one. This was confirmed by the owner of the company. After an extensive search with other local dealers, other Slow Sand Water Treatment plants, that make equipment that supply numerous implements for different applications, and an internet search of similar or like equipment it was determined the PUMA 2400, manufactured by the USG-Umweltservice Company, is the only available option at this time in the world to clean the Slow Sands Water filtration beds for drinking water. USG-Ulmweltrservice does not have a dealer network, verified with a letter from USG, in the United States, so the purchase will need to take place directly from them, out of Germany.   Protests in response to this sole-source procurement are to be emailed to:                 Elaine Baker, Purchasing Manager               City of Hillsboro, Finance Department               elaine.baker@hillsoboro-oregon.gov   Protest must be in writing and specify the grounds upon which the protest is based.
