The Kentucky Community and Technical College System, Office for Facilities Support Services, on behalf of Elizabethtown Community & Technical College (ECTC) desires to procure professional architectural services and an associated project team to accomplish the Phase II renovation of the Occupational Technology Building (OTB) on their main campus in Elizabethtown, Kentucky. This is a continuation of a multiple phased project currently underway.
Funding for Phase 2 of this project has been appropriated by the Kentucky General Assembly in the amount of $44,000,000. This establishes the total project budget for Phase 2 to be $44,000,000 with an estimated Construction budget of $33,000,000.
The Funding for Phase II currently available, therefore, the design work for Phase II will commence immediately and renovation of Phase 2 (200 and 300 portions of the existing building and any additions designed) of this building will begin while the construction of Phase 1 is still underway.
The design team for Phase I of this project is led by Ross Tarrant Architects for Architecture, Interior Design, Civil Engineering and Landscape Architecture, with team members including Bacon Farmer Workman Engineering and Testing (Structural Engineers), Marcum Engineering LLC (Mechanical/ Electrical/ Plumbing) and a Commissioning Authority to be contracted by KCTCS. However, there are no assurances given that this team will continue with Phase II of this project.
As a preliminary scope of work, the following was developed during a feasibility study that was performed before the design of Phase I of this project. The initial programming is as follows:

2) Auto/Diesel Tech – Drive Thru Bay Expansion – new

4) Auto/Diesel Classrooms & Office located in Room 318 to move to north lab
side of building.
5) Residential/Commercial Trade Construction Certification Classrooms to move
to south side where Rooms 310-318 are currently located. This program will
allow certifications in various trades such as Basic Electricity, HVAC, Plumbing, etc.
6) Industry Training & Community Engagement Center – could potentially occupy
the space where Rooms 303 & 305 are currently locate
As the design work for Phase II of this project gets underway, the initial program will be re-evaluated and could significantly change from that indicated above with the deletion or additional of programs and spaces.
The Kentucky Community and Technical College System, Office for Facilities Support Services has elected to utilize Construction Manager/ General Contractor method of construction delivery as an Alternative Delivery Method, in lieu of the conventional Design-Bid-Build method for this project. The KCTCS has contracted with Trace Creek Construction of Vanceburg, Kentucky to provide CM/GC services for Phase I of this project. It should also be noted that the Kentucky Community and Technical College System, Office for Facilities Support Services reserves the right to determine if the CM/GC’s contract is extended to include Phase 2 of this project. This determination at the time most advantageous to KCTCS/ ECTC and will consider the performance of the CM/GC during Phase 1 of this projects as well as all other factors and considerations that are in the best interest of KCTCS and ECTC.
The A/E selected for Phase II of this project will be required to do some coordination work with the A/E firm for Phase I of this project and to work with the CM/GC for Phase I of this project, and if different, the CM/GC for Phase II of this project. The KCTCS Facilities Support Services Team will work to ensure cooperation among all the various project team members.
