Description
Lane County is seeking a contractor to provide comprehensive environmental review services in compliance with the National Environmental Policy Act (NEPA) and HUD’s implementing regulations at 24 CFR Part 58, including all related federal laws and authorities listed in 24 CFR §§58.5 and 58.6.
The work will support one of Lane County’s CDBG-DR – funded disaster recovery projects by determining the appropriate level of environmental review, conducting the appropriate level of environmental review, conducting environmental site assessments, coordinating agency consultations, and preparing all required documentation.
Objectives: The objectives of this scope are:
a. Determine the appropriate level of environmental review for each site.
b. Evaluate the site for contaminants
c. Assess potential environmental impacts of the proposed project.
d. Ensure compliance with all federal environmental and historic preservation requirements.
e. Prepare complete, defensible documentation for the environmental review record.
f. Complete the environmental review as swiftly as practicable.
Lane County is supporting the construction of improvements to the McKenzie Community Track and Field, a community sports facility located in Blue River, Oregon. The project is funded with Community Development Block Grant – Disaster Recovery (CDBG-DR) funds and therefore requires full HUD standard environmental review.
Conduct a Phase I Environmental Site Assessment for the project site. Conduct a Phase II ESA, if warranted. Provide all required documentation for inclusion within the environmental review record.
