Attendance is: Optional Service Description, Funding And Contracting InformationPurpose And OverviewThe Multnomah County Department of Human Services Youth and Family Services Division is seeking suppliers from whom it may purchase mental health assessment and therapy provided on site at the Gateway Center for Domestic Violence Services. Services are intended to assist adult survivors of domestic and sexual violence with their mental health and addiction needs. The Gateway Center for Domestic Violence Services was established in 2010 to be a “one stop shop” for survivors of interpersonal violence. A large array of services are available all under one roof to assist survivors in establishing safety and stability, as well as mitigating the impacts of violence and trauma. Mental health and addiction services for adults have been available on site since 2011. Therapeutic services that are rooted in a deep understanding of power and control dynamics support survivors’ health and well-being.Major Service Components Include: Mental Health Assessment Addiction Assessment Short Term Trauma-Informed Therapeutic Services “Seeking Safety” Support Groups Other Services or Best Practices for therapeutic services for Survivors of Domestic and Sexual Violence Introduction And Program HistoryThe Gateway Center is a community collaborative made up of many different agencies and services working together to assist adult and child survivors of domestic and sexual violence. Both the City of Portland and Multnomah County dedicate significant resources to support the work of the Gateway Center. The Gateway Center is the only walk in/ drop in Center providing domestic and sexual violence services in Multnomah County. It serves as a hub and access point to many area services.Multnomah County employs the administrative team including a director, an assistant director, a front desk manager and an operations manager. The administrative team is responsible for all reception and intake work at the Gateway Center. The administrative team relies on confidential community based advocates to provide front-line, trauma-informed services to survivors. In addition to providing expert advocacy, Gateway Center advocates connect survivors with other services and resources the survivors indicate they need. Many survivors indicate a need for mental health services. Further, many Gateway Center participants express disappointment in previous work with therapists. Many traditional therapists focus on individual responsibility and accountability which can result in blaming the survivor for being in an abusive relationship. Adult Therapeutic Services at the Gateway Center are firmly rooted in a deep understanding of power and control. They are “survivor led” services. Therapists who understand interpersonal violence know that survivors often blame themselves for what has happened, and rather than encouraging personal responsibility, encourage contextual understanding of behavior or choice. Further, Adult Therapeutic Services at the Gateway Center are “trauma-informed” services. The therapist providing services understands the neurobiology of trauma and uses this lens when serving survivors.Gateway Center advocates need to trust that the therapist they are recommending and referring to will not cause the survivor further harm. When survivors are told there is a therapist on site who “gets it” (i.e. understands root causes of violence and power and control), many express an interest. At that point, they are invited to an orientation session to meet the therapist and learn more about the therapeutic approach and services available.Please note: while COVID-19 continues to impact our community, services, including the mental health services, are provided remotely. Goals, Values And Other Important ConsiderationsThe primary goal of these services is to improve the well-being of survivors and their families in the form of their choosing. All services should be delivered with this in mind. Broad programmatic goals include: Improve the emotional and psychological well-being of survivors of domestic and sexual violence Assist survivors to see their own choices in the context of power and control. Mitigate self-blaming for the abuse. Assist survivors in understanding trauma and trauma bonding, and how that might be impacting their health and well-being.  Assisting survivors of domestic and sexual violence in understanding characteristics of healthy relationships and broad costs of unhealthy relationships, and the impact of exposure to violence on children.   Challenging the social norms that perpetuate domination models of social behavior.  Challenging and contextualizing institutional oppressions.  All services for domestic and sexual violence survivors should be based on a belief that victim/survivors have the right to be treated with respect and to be afforded services and support that increase the survivor’s self-determination, agency and well-being. All services require an active collaboration with the survivor in identifying and obtaining the needed services and support. The Gateway Center is a deeply collaborative environment with many agencies, partners and community members. All partners must demonstrate a keen ability to work in a positive manner across multiple communities. The provision of culturally-specific and culturally-responsive services is vital to the operation of the Gateway Center. Services that use structures familiar to the culture of the populations served contributes to an environment of belonging and safety in which services are delivered. Services are enhanced by expertise in language, core cultural constructs and institutions; impact of structural racism, individual racism and intergenerational trauma on the community and individuals; formal and informal relationships with community leaders; expertise in the culture’s explicit and implicit social mores. All contracting agencies should have a diversity, equity and inclusion plan and be actively engaged in accomplishing goals set forth in the plan.Target Population ServedThe primary focus of these services is domestic and sexual violence survivors. Service will be delivered using a trauma-informed, survivor-centered approach. Geographic Borders/Limitations & Service AreasServices shall be provided primarily (at least 80%) to persons residing in Multnomah County, which means persons who spent the majority of nights in the past 30 days in Multnomah County. Services will be provided at the following location: Location Address The Gateway Center for Domestic Violence 10305 E Burnside St, Portland, OR 97216 FundingFunding of the work described in this RFP is not guaranteed. Fluctuations in funding year to year should be expected. The County cannot assure that any particular level of work will be assigned and the contract will permit the County to add or remove work as necessary depending on availability of funding.Match RequirementsNot Applicable.Scope Of ServicesMental Health Assessment Services DescriptionSupplier shall provide a 1.0 FTE clinician at the Gateway Center. The position must be filled with a qualified mental-health professional (QMHP, as described in OAR 309-019-0125) to complete the following: Provide mental health and dual diagnosis assessments to individuals who are receiving domestic and sexual violence-related services (DV/SA). Serve as the liaison between domestic violence and mental health and addictions service providers.  Attend appropriate DV/SA community meetings and events and provide training to facilitate increased knowledge and understanding between the Mental Health and Domestic Violence Services Providers. Direct treatment services are limited by scope of the funding available, therefore, the Supplier will carry a caseload of uninsured clients and provide group services such as Seeking Safety and a DV/SA process group, supplementing what is offered within the DV/SA agency settings. Other expectations of supplier include, but are not limited to: Participate in service provider orientation, training, team-building, and other activities as may be requested by the Gateway Center administration. Provide information and data in support of the Gateway Center’s reporting, auditing, and evaluation processes. Registration and Licensure: supplier will work within the scope of registration or licensure and qualifications. supplier will be expected to have policies and procedures for credentialing and recredentialing staff, which include collecting evidence of credentials and screening the credentials. Grievances:Contractor will establish a system of written procedures through which a client or family member may present grievances about the operation of services.  supplier will make them readily accessible and available to clients, such as through the posting, distribution of the procedures in areas frequented by clients, and written documentation in client case file, as applicable.  supplier shall, upon request, provide advice to such persons as to the grievance procedure.  Agency must keep evidence in client file that shows client has been made aware of the agency’s grievance procedures. Independent supplier/Joint ProposalsNot accepted.Multiple Or Alternate ProposalsMultiple or alternate proposals shall not be accepted for this solicitation.Fiscal Requirements And ReportingReporting the provision and effectiveness, including cost effectiveness, of services are important components of DSVCO contract requirements. To ensure that appropriate data is collected, provider reporting requirements may change based on the needs of partnering funders upon the request of the County Board of Commissioners.  Thus, additional or changes to reporting requirements may be identified at a later date based on the needs of the County to evaluate provision and effectiveness of services.  Supplier shall submit a semi-annual narrative report due within 45 days of December 31st.  Instructions/details for completion of reports will be issued by DSVCO; supplier shall submit a final Annual Report due 45 days after the end of the county's fiscal year which ends June 30th. Instructions/details for completion of reports will be issued by DSVCO;  supplier shall submit other requirements as identified by Multnomah County or the Gateway Center’s Director.Performance Measures/Performance ContractingPerformance Measures identified at this time are provided on Buyer Attachment B - Performance Measures. These measures may change depending on funding requirements or program adjustments. supplier agrees to participate with the County in evaluation of contracted project/service outcomes, satisfaction surveys, or performance, and to make available all information required by such evaluation process. This includes providing the County with data necessary to verify client counts, service provisions, and outcome measures.Contract NegotiationThe County will initiate contract negotiations with the responsive and responsible supplier with the highest scoring proposal. Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with the next highest scoring responsive and responsible supplier. This process may continue until a contract agreement is reached.Contract AwardThrough this RFP process, the County is seeking to award one contract. Award, as determined by the County, will be made to the responsible supplier whose Proposal the County determines is most advantageous to the County based on the evaluation process and evaluation factors described in this RFP. The County reserves the right to select suppliers who have submitted a proposal scoring fewer points than a higher scoring proposal based on the supplier’s ability to best meet the County’s programmatic needs. If a supplier who has submitted a proposal that has scored fewer points is recommended for selection, the Board of County Commissioners must approve the award.Minimum RequirementsAt The Time Of Proposal Submission, Suppliers Must Meet The Following Minimum Requirements,   Failure To Provide Any Of The Required Documents Or Meet Any Of The Below Requirements May Result In Rejection Of The Proposal: The Proposal response must be received by Multnomah County Purchasing no later than 4:00 P.M. local Portland time on the proposal submission deadline. Supplier Representations and Certifications  The supplier must certify that they agree to the suppliers Representation and Certification terms in the Pre-requisite page of the Sourcing Event. At the time of Contracting, suppliers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements shall result in cancellation of the contract Suppliers must be legal entities, currently registered to do business in the State of Oregon (per ORS 60.701). Suppliers must submit verification that all insurance requirements are met. Suppliers must have a completed PreAward Risk Assessment if federal funds are used for this Sourcing Event. (See Procedural Instructions in the Buyer Attachments page of this Sourcing Event) Suppliers must be a Multnomah County certified outpatient mental health provider under OAR 309-012-0130 through 309-012-0220 “Certificates of Approval for Mental Health Services” and 309-019-0100 through 309-019-0150, “Outpatient Addictions and Mental Health Services.” Contract TermFixed Term.  The Contract Term Shall Be Five (5) Years.  Compensation And Method Of Paymentsupplier shall be paid on a fee-for-serivce basis. COUNTY pays Fee-for-Service suppliers monthly. COUNTY shall pay amounts due to supplier upon receipt of supplier’S payment requests in the standard COUNTY format (see Sample Contract, Fee-for-Service Invoice Form, Exhibit 6C). Invoices are due the 20th calendar day of the month following the month in which services are delivered. At a minimum, forms shall document release order number, number of service units provided, contract rates, and total amount requested per service. Fee-for-service billings for client services shall include dates of service and be supported by signed, dated documentation in the client file or chart, and/or service log, for each unit of service billed. COUNTY agrees to process payment requests within ten working days of receipt of billing.Cooperative Purchasing  Not Used For This Solicitation.Insurance Requirements Exhibit 2 of the attached Sample Contract reflects the minimum insurance required of a Contractor to provide this service. Additional insurance coverage may be required depending on the key features of service delivery chosen by the Contractor. Final insurance requirements will be subject to negotiation between, and mutual agreement of, the parties prior to contract execution.
