AMENDMENT 1: Adding RFI Information Session Power Point and 3 Corona Virus guidance documents as additional information. _____________________________________________________________________________________ INTRODUCTION Multnomah County’s Department of County Human Services (DCHS) is interested in identifying community based partners to be considered for potential selection to deliver financial assistance to households most impacted by COVID-19. Information gathered as a result of this Request for Information (RFI) may assist the County in the development of any potential solicitation(s) and provide the County knowledge of available services or products in the Multco Marketplace. Resources are funded by the Federal government and must be used no later than December 30, 2020. BACKGROUND AND POTENTIAL SCOPE OF THE PROJECT COVID-19 has had an impact throughout Multnomah County.  In response, the Board of County Commissioners has declared an emergency for the duration of the pandemic.  Both lived experience and data collection shows that this impact is disproportionate based on race and ethnicity, poverty, and age.  The roots of this disproportionate impact are found in historical and present-day white supremacy culture and racial injustice. When gender identity, domestic violence, immigration status, and other realities are included, COVID-19 impacts can become lethal. In June 30, 2020 approximately $1 million dollars in County General Funds (CGF) was made available to community partners in an initial response.  This resource was focused on: ▪ Prioritized access for Black, Indigenous, and People of Color (BIPOC) communities ▪ Rapid distribution of resources to households ▪ Streamlined administrative requirements for partner organizations Working with approximately 29 community based organizations, 8,768 people in 2,720 households were served in less than six weeks. As of July 1, 2020 the Federal government has made cash assistance available to states through the CARES Act.  DCHS has received approximately $3 million dollars as part of this effort.  The funds must be used before December 30, 2020. ELIGIBILITY AND REQUIREMENTS Recognizing the impacts of systemic racism and poverty, DCHS seeks partnerships with community based organizations who have the ability and capacity to: ▪ Collaboratively work to increase household security for BIPOC community members while addressing the impacts of systemic racism and poverty through access to unconditional cash that increases household security and supports self-determination ▪ Quickly and effectively prioritize access to resources for BIPOC households, especially Black and African American, through existing relationships and programming, while meeting federal funding and other administrative requirements ▪ Reach households located east of I-205 There are three ways in which organizations may potentially partner with DCHS: 1. Identify households to receive gift cards mailed or directly from the County and/or distributed in partnership with the County 2. Contract with the County to receive client assistance funds - by any method including monthly payments - disbursed by the organization to households 3. Provide assistance through County contract in identified systemic focus areas - seasonal worker relief and culturally specific food access Approximately $3 million dollars of CARES Act funding is available.  Funds are allocated with a base amount for each community and focus area, with additional funding based on current income disparity as reflected in disaggregated by race and ethnicity poverty rates. Seventy-five (75) percent of funds are distributed to culturally and community specific communities; Twenty-five (25) percent are distributed for system-wide focus areas. Community Amount Focus Amount Asian $325,000 Seasonal Worker Relief $250,000 Pacific Islander $355,000 Culturally Specific Food Access $250,000 Black and African American $422,500 Emergent Needs/Rapid Response $250,000 Latinx $392,500 Native American $400,000 Refugee and Immigrant $355,000 Organizations may express interest in any of the three options above, and/or for multiple communities and system focus areas provided that the requirements listed are met. ORS 192.502(4) exempts the County from disclosing information submitted in response to a solicitation where the information is such that it “should reasonably be considered confidential.” A respondent who determines that information within a response meets the statutory requirement and desires that such information remain confidential shall mark the bottom of the pages containing such information with the word “CONFIDENTIAL.” If a respondent marks every page of a response as “CONFIDENTIAL”, the statutory requirement is not met; any response so marked will not be deemed to have been submitted in confidence, and upon request, the entire response will be disclosed. The County will keep properly marked information confidential unless ordered to release the information and materials by the District Attorney pursuant to ORS 192.460.
