PRE-PROPOSAL CONFERENCE:There will not be a pre-proposal conference for this sourcing event.INTRODUCTIONMultnomah County (County) is looking to partner with a highly qualified and experienced executive recruitment firm to assist in the recruitment for the County Chief Operations Officer (COO), which is comparable to a County Administrator position. The selected proposer must have experience conducting and/or advising on searches specifically for COO (Government Sector), or County Administrator, and/or comparable positions in the last five (5) years. The scope of services will be negotiated directly with the awarded proposer at the time of contracting. The scope will be based on the needs of the County and the awarded proposer's recommendations after meeting with stakeholders.This sourcing event may also be utilized for additional executive level positions, not listed, as agreed upon between the County and the awarded proposer, and the availability of authorized funds as outlined in the sourcing event description.SCOPE OF WORK/SERVICESThe work performed by the awarded proposer will be negotiated at time of contracting and may include but will not be limited to the following: Solicit feedback from County staff, board members, executive leadership, and other stakeholders that may be identified by the County to inform the candidate profile and construct the scope and level of services to be provided; Draft job description, candidate profile, and selection criteria to be used in the recruitment process to be approved by County executive leadership; Create advertising and outreach strategies and recruitment materials to be approved by the County; Conduct national and individualized outreach to a diverse pool of highly qualified candidates in a manner that honors confidentiality at all times and in accordance with the County Workforce Equity Strategic Plan (WESP). The WESP can be located in the "Buyers Attachments" tab of this sourcing event; Post the position announcement in a variety of outlets to gather a diverse pool of qualified candidates; Accept and conduct an initial screening of applications; Recommend a small pool of diverse and highly qualified applicants to the County; Coordinate and schedule interviews; Produce a comprehensive reference check and thoroughly investigate and verify the backgrounds and credentials of finalist candidates; Guide finalist candidates through the interview process; Manage correspondence with unsuccessful candidates; and Recommend and perform other tasks to complete an effective and comprehensive search. The above services are not comprehensive, the County reserves the right to add services, which may not be listed in this Request for Intermediate Proposal (RIP) as needed or required to perform the search successfully. This will be done in collaboration with the awarded proposer based on the proposer's recommendations and the County's acceptance of the finalized scope of services.The selected proposer does not need to be located in the State of Oregon nor in Multnomah County. Candidates will not be bound by geographic location within the United States. The County will not consider any candidate that would require employer sponsorship to work in the United States.The estimated compensation range of the Chief Operations Officer is $141,683.11 - $226,694.42. The County is open to recommendations on this compensation range in order to attract the correct candidate to assume this critical leadership role.The contract awarded under this RIP will be a retainer contract. At this time, the County is not looking for a firm to provide candidates under a commission contract based on candidate salary.METHOD OF AWARDThrough this RIP process, the County is seeking to award one (1) contract anticipated to begin as soon as possible. The award, as determined by the County, will be made to the highest scoring proposer.ESTIMATED PURCHASEThe contract awarded under this RIP will not exceed $150,000.00.Always insert this sentence: The County does not guarantee that any minimum amount of services will be purchased.METHOD OF CONTRACTINGAn example services contract is attached outlining the standard terms and conditions and can be located in the "Buyers Attachments" tab of this sourcing event. Carefully review the terms and conditions of the contract. Additional terms and conditions, if any, are set out below in the section entitled "Term of Contract". The successful proposer will enter into contract negotiations with the County prior to providing services. TERM OF CONTRACTThe term of this contract will be for a period of two(2) years.CONTRACT NEGOTIATIONSThe County will initiate contract negotiations with the responsive and responsible proposer with the highest scoring proposal. The County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County's best interest. If negotiations fail to result in a contract, the County reserves the right to terminate contract negotiations and initiate contract negotiations with the next highest scoring responsible and responsive proposer. This process may continue until a contract agreement is reached.INSURANCE REQUIREMENTSThe insurance requirements are set forth in Exhibit 2 attached in the "Buyers Attachments" tab of this sourcing event. Please review these requirements carefully. Special note, if a proposer is asked to conduct background screening of finalist candidates, professional liability insurance will be required.PRE-AWARD RISK ASSESSMENTSuccessful proposers whose contract award includes federal funding (as identified by a Catalog of Federal Domestic Assistance number) will be subject to a Pre-award Risk Assessment (which includes an evaluation of financial stability, quality of financial/management systems, experience with federal funds, reports and findings from audits) completed by Multnomah County (if one has not been submitted in the last year) prior to the issuance of a contract. Contractors who fail to submit the required documents will not be eligible for a contract from the County.MINIMUM PROPOSAL SUBMITTAL REQUIREMENTSAt time of proposal submission, proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements shall result in rejection of the proposal. The proposer response must be received by Multnomah County Purchasing no later than 4:00 PM local Portland time on the proposal submission deadline. Proposer Representations and CertificationsThe proposer must certify that they agree to the proposers Representations and Certification terms in the Pre-requisite page of the Sourcing Event. At the time of contracting, proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements will result in cancellation of the contract. Proposers must be legal entities, currently registered to do business in the State of Oregon (per ORS 60.701). Proposer must submit verification that all insurance requirements are met. Proposers must have a completed Pre-Award Risk Assessment if federal funds are used for this sourcing event (See Procedural Instructions in the Buyers Attachments page of this sourcing event).
