The County will not be answering any technical questions during the pre-bid conference. All questions in regards to the Sourcing Event must be submitted through the Q & A board. Attendance is Optional. PREQUALIFICATION All persons desiring to bid for contracts requiring prequalification shall submit a completed prequalification application to the Multnomah County Purchasing office via email to prequal@multco.us . Such statements shall be received at least 10 days prior to the date that bids are due. Bidders are required to pre-qualify in the required class of work for at least the amount of $500,000. Failure to do so shall result in rejection of bid. If you feel you are already prequalified in the correct class(es) of work and dollar amount, please contact prequal@multco.us to confirm prior to the 10 day deadline listed above.  Pre-qualification â€“ Complete and submit the Prequalification Application Form for the class(es) of work:  (1) Painting, Commercial BID DOCUMENTS All documents for this bid, contract terms and conditions are available for view and download on the Buyer Attachments page of this Sourcing Event.  The Buyer Attachments page includes the following:  Procedural Instructions - This includes "Instructions for Bidders" and Contract Award Procedures Attachment 1 - Specifications and Additional Requirements Attachment 2 - Bid Sheet Attachment 3 – Cooperative Purchasing Vendor Agreement Sample Contract SPECIFICATIONS AND ADDITIONAL REQUIREMENTS See specifications on Buyer Attachments page of this Sourcing Event. RESPONSIBLE BUSINESS PRACTICE Contractor shall use low VOC paint. Contractor shall plan for route optimization in providing services. Contractor shall make a reasonable effort to include diverse suppliers, vendors, and subcontractors in the conduct of your business and supply chain. PREVAILING WAGE Prevailing Wage Rates apply to this project for the repairs and maintenance work.  Contractor shall comply fully with the provisions of ORS 279C.800 through 279C.870. The Contractor shall pay workers at no less than the specified minimum hourly rate of wage as provided in the Oregon Bureau of Labor and Industries (BOLI) publication titled "Prevailing Wage Rates for Public Works Contracts in Oregon, which is incorporated herein by reference, https://www.oregon.gov/boli/WHD/PWR/pages/pwr_state.aspx.  Every subcontract shall contain a provision requiring payment of prevailing wage pursuant to the provisions of ORS 279C.800 through 279C.870. Current Prevailing wage rate: Effective July 1, 2020, plus Amendments effective October 1, 2020. Bidders may also request a copy of the Prevailing Wage Rates and rules by calling the Bureau of Labor and Industries at (971) 673-0838. PRICE ADJUSTMENTS All prices must be held firm for the first twelve (12) months of the contract. Any price increases to be implemented by Contractor shall be submitted to the County no less than sixty (60) days prior to the proposed date of change and reflect the requirements of the U.S. Department of Labor Consumer Price Index for A Urban Consumers (CPI-U), U.S. The County reserves the right to reject any price modifications that are unacceptable to the County. CONTRACT TERM Fixed term. The contract term shall be for a maximum of five (5) years. Unless earlier terminated, the termination date of all contracts issued under this ITB shall be five (5) years from the initial, first contract execution. BID BOND A Bid Bond will not be required for this solicitation.  PERFORMANCE AND PAYMENT BONDS  Performance and payment bonds will not be required for this contract.  INSURANCE REQUIREMENTS See Sample Contract - Exhibit 2: Insurance Requirements located in the Buyer Attachments section of this sourcing event. COOPERATIVE PURCHASING  Other public agencies may establish contracts or price agreements directly with the awarded contractor under the terms, conditions and prices of the original contract; pursuant to ORS 279A.215 and agreement by the selected Contractor to extend the terms, conditions and prices of the original contract. Proposer must sign and return Attachment 3 - Cooperative Purchasing Vendor Agreement located in the Buyer Attachments section of this sourcing event. BID SUBMISSION Bids must be submitted electronically through this Sourcing Event.   Attachment 2 – Bid Sheet must be completed and uploaded as a supplier Attachment. Total amount for each line item from Attachment 2 -  Work Sheet entered in the Service Line Items Section. Attachment 3 - Cooperative Purchasing Vendor Agreement must be completed and uploaded as a supplier Attachment. CONTRACT AWARD Contract award. As a result of this sourcing event process ,Multnomah County intends to offer County Contracts on a requirements basis to up to five (5) of the lowest bidders in each line item who meet minimum requirements. There is no guarantee for specific items to be needed over the life of the contract.  Bidders may bid on one line item or any combination of multiple line items.  The award will be made on an individual line item based on lowest line item bid price.  Multiple contractors may be selected to perform work on a project deemed cost effective by County.
