Directions: Interstate 84 exit 40. Head north under the railroad bridge. You will see a flagpole and brick building straight ahead.  Park in the first lot on the left.  If it is full park at the hatchery and hatchery overflow. Come in the auditorium and you will be greeted by a security guard. Please RSVP for this walkthrough using the Q&A tool of this souring event. Include in your RSVP the number of people who will be attending. Attendees will observe all social distancing, maximum number permitted and mask requirements. Photos will be allowed of the work area only. TERMS USED IN THE RFP Terms and abbreviations used throughout the RFP and its Attachments and Templates include: Bid – Also known as a Proposal/Response, A response to a Request for Proposals. Bidder – Also known as Proposer, A Person who submits a Proposal in response to a Request for Proposals. SERVICE DESCRIPTION, FUNDING AND CONTRACTING INFORMATION PURPOSE AND OVERVIEW  The Multnomah County Department of County Assets, Facilities and Property Management is seeking Proposals from experienced firms to repair the Bonneville Boathouse. Repairs will include disconnecting existing boathouse from Bonneville dock, towing to new dock facility site for repairs and refurbishing and then towing and reconnecting newly refurbished boathouse back at Bonneville dock.  The County prefers the Proposer be able to meet the following requirements:  Be able to haul or lift boathouse out of the water for work and inspections Be able to safely tow the boathouse from its moorage to either a work location or to a lift barge. This will require a minimum installed tugboat horsepower of 600. Be able to reasonably insure the structure during the tow and/or lift. Have qualifying United States Longshore and Harbor Workers (USL&H) insurance for work on marine sites. Have American Welding Society (AWS) or American Bureau of Shipping (ABS) qualified welders as performing work. Self-perform at least 50% of the work including the purchase of materials. Proposer has their own cranes/dry-dock. INTRODUCTION AND PROGRAM HISTORY  The Multnomah County Sheriff's Office provided river patrol to the country's fifth largest port, and 110 miles of waterways along the Columbia River, Willamette River, Sandy River and Multnomah Channel. The Sheriff's office maintains several boathouses to support these services.  TARGET POPULATION SERVED  Multnomah County citizens. GEOGRAPHIC BORDERS/LIMITATIONS & SERVICE AREAS  The location of this Project at the Bonneville Boathouse in Bonneville, Oregon. FUNDING Local funding. SCOPE OF SERVICES  Scope of services is per the attached Project Manual and Drawings. COVID PRECAUTIONS The awarded Proposer should ensure reasonable COVID precautions are taken at the work site such as requiring mask wearing, social distancing where possible, employees staying home if sick, and self-temperature checks prior to arrival on site. A COVID safety plan will be negotiated with the County during Contract negotiation. Proposer must be in compliance with all federal, state, county, and city mandates.  https://www.myoregon.gov/2020/03/25/rules-and-resources-for-oregon-construction-workers-and-contractors/ CONTRACT NEGOTIATION  The County will initiate contract negotiations with the responsive and responsible Proposer with the highest scoring proposal. Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with the next highest scoring responsive and responsible Proposer. This process may continue until a contract agreement is reached. CONTRACT AWARD  Through this RFP process, the County is seeking to award one contract. Award, as determined by the County, will be made to the responsible Proposer whose Proposal the County determines is most advantageous to the County based on the evaluation process and evaluation factors described in this RFP.  Multnomah County strongly encourages the participation of Minority-Owned, Women-Owned, and Emerging Small Businesses and Organizations in providing these services.  CONTRACT TERM The Contract term will be based on time to Substantial and Final completion as outlined in the Project Manual. COMPENSATION AND METHOD OF PAYMENT  Compensation will be based on a not-to-exceed price. Payment will be made per milestones negotiated at the time of contract negotiation.  INSURANCE REQUIREMENTS  Minimum insurance requirements: Type of Insurance Per Occurrence Aggregate Commercial Gen Liability $1,000,000 $2,000,000 Commercial Auto Liability $1,000,000 Not Required Workers Compensation* $500,00 Not Required Marine Protection and Indemnity Coverage $1,000,000 $2,000,000  * Workers’ Compensation policy will be endorsed with United States Longshore and Harbor Workers Compensation Workers Compensation Act (USL&H WCA)  (33 U.S.C.A. § 901 et seq.) coverage as well as Jones Act (46 U.S.C.A. § 688) with not less than the federally mandated minimum levels of coverage.  MINIMUM REQUIREMENTS  At the time of proposal submission, Proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements shall result in rejection of the proposal. The Proposal response must be received by Multnomah County Purchasing no later than 4:00 P.M. local Portland time on the proposal submission deadline. Proposer Representations and Certifications  The Proposer must certify that they agree to the Proposers Representation and Certification terms in the Pre-requisite page of the Sourcing Event. At the time of contracting, Proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements shall result in cancellation of the contract.   1. Proposers must be legal entities, currently registered to do business in the State of Oregon (per ORS 60.701).   2. Proposers must submit verification that all insurance requirements are met.
