PRE-PROPOSAL CONFERENCEThere will not be a pre-proposal conference for this sourcing event.INTRODUCTIONMultnomah County (County) is seeking armored car services for countywide use. The awarded proposer must be able to pickup and deliver coin and currency deposits to one bank cash vault processing center on a timely basis as scheduled and provide reporting and problem resolution services should a transportation issue arise.SCOPE OF SERVICESCoin and currency are to be picked up from the various County locations for delivery to the County's designated depository, to be deposited in accordance with the County's instructions. The proposer will also be expected to return items to the County from the vault location.Proposer will pickup from each County location at a frequency outlined in the sourcing event, which is subject to change during the term of the contract. Standard pickup days are Monday through Friday, excluding County holidays which are as follows: New Year's Day; Martin Luther King Day; President's Day; Memorial Day; Labor Day; Veterans Day; Thanksgiving Day; These requests generally come during the tax season in middle November. It is expected that the proposer be willing and able to meet these unscheduled service requests in a timely manor. If proposer is unable to meet an unscheduled service request, proposer will notify County immediately.For five (5) consecutive business days, beginning November 13th each year, proposer shall make same day deposits to the County's designated bank processing vault.The proposer's responsibility for the currency, coin, checks, and reports will begin when the deposit's are in the possession of the proposer or its employees and shall terminate upon the delivery to the County designated bank processing center in compliance with the banks protocols and requirements for accepting deposits from a armored car services.METHOD OF AWARDThrough this Request for Intermediate Proposal (RIP) process, the County is seeking to award one (1) contract anticipated to begin on or around January 1, 2020. The award, as determined by the County, will be made to proposer(s) who submits the highest scored proposal.Multnomah County strongly encourages the participation of Minority-Owned, Women-Owned, and Emerging Small Businesses and Organizations in providing these services.ESTIMATED PURCHASESThe County spends an estimated $55,000 annually on armored car services. This estimated amount is not inclusive of any fuel surcharges that may be assessed by the proposer. These fees are currently split between two (2) service providers.METHOD OF CONTRACTINGAn example services contract is attached outlining the standard terms and conditions and can be located in the "Buyers Attachments" tab of this solicitation. Carefully review the terms and conditions of the contract. Additional terms and conditions, if any, are set out below in the section entitled "Term of Contract". The successful proposer(s) will enter into contract negotiations with the County prior to providing services.CONTRACT TERMTwo (2) year contract may be awarded at the end of this solicitation process. The County retains the right to renew the contract for three (3) additional one (1) year terms.CONTRACT NEGOTIATIONSThe County will initiate contract negotiations with the responsive and responsible proposer with the highest scoring proposal. The County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County's best interest. If negotiations fail to result in a contract, the County reserves the right to terminate contract negotiations and initiate contract negotiations with the next highest scoring responsible and responsive proposer. This process may continue until a contract agreement is reached.INSURANCE REQUIREMENTSThe insurance requirements are set forth in Exhibit 2 of the Service Order Contract which can be located in the "Buyers Attachments" tab of this RIP. Please review these requirements carefully. At no time will the County consider a reduction or waiver of these insurance requirements.PRE-AWARD RISK ASSESSMENTSuccessful proposer whose contract award includes federal funding (as identified by a Catalog of Federal Domestic Assistance number) will be subject to a pre-award risk assessment (which includes an evaluation of financial stability, quality of financial/management systems, experience with federal funds, reports, and findings from audits) completed by Multnomah County (if one has not been submitted in the last year) prior to the issuance of a contract. Proposers who fail to submit the required documents will not be eligible for a contract from the County.MINIMUM REQUIREMENTSAt time of proposal submission, proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements shall result in rejection of the proposal. The proposer response must be received by Multnomah County Purchasing no later than 4:00 PM local Portland time on the proposal submission deadline. Proposer Representations and CertificationsThe proposer must certify that they agree to the proposers Representations and Certification terms in the Pre-requisite page of the Sourcing Event. At the time of contracting, proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the below requirements will result in cancellation of the contract. Proposers must be legal entities, currently registered to do business in the State of Oregon (per ORS 60.701). Proposer must submit verification that all insurance requirements are met. Proposers must have a completed Pre-Award Risk Assessment if federal funds are used for this sourcing event (See Procedural Instructions in the Buyers Attachments page of this sourcing event). SPECIAL RESPONSE INSTRUCTIONSIn the "Items" tab of this solicitation, there is a space to provide pricing. We understand each firm will have a different pricing structure. A response to the Items section of this sourcing event is not required. Instead, we have asked that you provide a complete, or as complete as possible, pricing list to the "Suppliers Attachments" tab of this solicitation.Questions must be submitted through the question and answer board located in this sourcing event. Any questions received by any other means, including verbal and email, will not receive a response.
