Multnomah County seeks responses from suppliers interested in providing the services described below.  The purpose of this Notice of Intent (NOI) is to determine if there are multiple parties interested in providing these services who have the qualifications to do so.  If multiple qualified parties are available that can provide the listed services, the County intends to issue a Request for Proposals to select a provider. Instructions: Please respond to all questions in the QUESTIONS section of this NOI sourcing event. No attachments are requested. Scope of Services:Multnomah County Health Department (MCHD) seeks responses from suppliers interested in providing the services described below.  Jail Diversion Services are a part of Multnomah County Health Department’s Mental Health and Addiction Services Division (MHASD). Jail diversion increases MHASD’s interaction with Individuals with Serious and Persistent Mental Illness (SPMI) who are involved with justice or law enforcement solely due to a mental health reason and are charged with low-level crimes, resulting in the reduction or avoidance of arrests, jail admissions, lengths of stay in jail, and recidivism through the availability of alternative community-based services, programs, or treatments.Multnomah County Health Department (MCHD) is offering interested organizations an opportunity to provide Fitness to Proceed evaluations for individuals to determine if they are able to Aid and Assist in their own defense. The goal of this contract is to decrease both the current wait time for the evaluation for these individuals and the wait time for the report to be submitted to the court and system partners. The county is dedicating four evaluation slots per week for individuals identified by the county and system partners. Completion and submission of the court evaluation reports detailing recommendations for these individuals would be required within two weeks from the date of the evaluation.  Providers of this service will need to work closely with County and system partners to schedule and conduct forensic psychological evaluations with identified participants in a rapid manner. This includes communicating to the County and partners when any barriers are encountered (eg: gaining access to incarcerated individuals, scheduling difficulties, missed appointments, barriers to accessing needed records, etc.) to ensure collaborative solutions are expeditiously identified.This service program was developed to support people in custody, with misdemeanor charges in Multnomah County that are 18 years or older when there is a question about their ability to aid and assist in their own defense. Often times these individuals experience extended wait times to receive evaluations and the goal of this contract is to mitigate that. Providers of this service will be providing at least four Fitness to Proceed Evaluations to identified participants in Multnomah County either in a convenient community-based location or in jail at Multnomah County Detention Center (MCDC) or Inverness Jail (IJ) per week.  Service Category requirements include:Standard Psychological Evaluations- an evaluation that exceeds 11 hours to perform. Abbreviated Psychological Evaluations- an evaluation that takes less than 11 hours to perform.The proposed program must be able to submit timely and accurate monthly invoices. Additional reports may be required to meet federal, state, and local reporting requests.Funding:Estimated funds are allocated in the following service categories: Service Category Estimated Amount Available Standard Psychological Evaluation $325.00/Evaluation* Abbreviated Psychological Evaluation $525.00/Evaluation *The Public Defender’s office funds the full  evaluation in this service category. The MCHD funds are “in addition” to the Public Defenders funds.  Estimated Annual Amount - $80,000.00 Actual funding amounts are contingent on State of Oregon or Federal allocations. Administrative costs for these services cannot exceed a 10% cap. Funding of the work described in this NOI is not guaranteed.  Fluctuations in funding year to year should be expected. The County cannot assure that any particular level of work and/or funding will be provided and the contract will permit the County to add or remove work as necessary depending on availability of funding.Funding for Psychological Evaluations does not include scoring, interpretation, psychological tests or psychometric tools that are not part of a standard evaluation. Insurance: Awarded suppliers will need to maintain the required insurance below: Type of Insurance Coverage Limit Combined Single Limit Per Occurrence Annual Aggregate Limit Commercial General Liability** $1,000,000 $2,000,000 Workers’ Compensation Minimum of $500,000 Tail Coverage - If any of the liability insurance coverages shown are on a "claims made" basis, "tail" coverage will be required at the completion of the Contract for a duration of 24 months, or the maximum time period reasonably available in the marketplace.  Contractor shall furnish certification of "tail" coverage as described or continuous "claims made" liability coverage for 24 months following Contract completion. Continuous "claims made" coverage will be acceptable in lieu of "tail" coverage provided its retroactive date is on or before the effective date of the Contract.  If continuous "claims made" coverage is used, Contractor shall keep the coverage in effect for duration of not less than 24 months from the end of the Contract. This will be a condition of Final Acceptance. **The County must be listed as an Additional Insured by Endorsement on any General Liability Policy on a primary and non-contributory basis. Such coverage will specifically include products and completed operations coverage. INCLEMENT WEATHER/EMERGENCY SITUATIONS: In the event of inclement weather or emergency situations, electronic bid or proposal submission date and times will remain unchanged. For construction/transportation bids that require additional documentation after bid opening, those documents will be required by 10:00 am on the first business day after County closure or delays. Please refer to the Sourcing Event for updated information, if any, on the time for Bid/Proposal submission.
