Multnomah County seek a response from suppliers interested in providing the services described below. The purpose of this Notice of Intent is to determine if there are multiple parties interested in providing these services and have the qualifications to do so. If multiple qualified parties are available, the County intends to issue a Request for Proposals to select a supplier. BACKGROUNDAt the time of contracting, the awarded Supplier must have the capacity to provide a dedicated fleet of vehicles (Car Sharing Program) for the exclusive use by the County with a single parking location within the specified geographical area of downtown Portland Oregon. The Supplier must have the capacity to: â€¢  Provide a minimum of thirty-one (31) vehicles dedicated to the County for exclusive use twenty-four (24) hours per day, seven (7) days per week, and three hundred & sixty-five (365) days per year. â€¢ Provide parking for dedicated Car Sharing Program vehicles at a single location within a five (5) to seven (7) block radius of 209 SW 4th Avenue Portland, Oregon. â€¢ Provide an all-inclusive fixed rate fee charge for actual usage of each dedicated vehicle. â€¢ Provide a highly flexible and customizable Car Sharing Program solution to meet the County Motor Pool needs of the employees of each County program.• Provide an Online Reservation tool that will allow employees to reserve their Car Sharing Program vehicle from either a computer or smart device.• Provide an automated sensor to lock and unlock a vehicle and to track reservation details for billing purposes.• Provide vehicles with fewer than forty-thousand (40,000) miles with minimal standard equipment of automatic transmission, power steering, power brakes, air conditioning, AM/FM radio, air bags and all-season radial tires. â€¢ Provide vehicles with no less than one-quarter (¼) tank of gas; proper fluid levels, coolant protected to negative twenty (-20) degrees and in clean condition inside and out of vehicle. â€¢ Provide hybrid or an alternate fuel type vehicle options.• To add and/or remove Car Sharing Program vehicles at the request of the County.• Provide detailed reports documenting accidents involving Car Share Program vehicles, monthly invoice and trip data transactions and summary detail of all transactions.• The infrastructure to support the items outlined above.PROGRAM REQUIREMENTS Interested Suppliers must demonstrate how they meet the minimum qualifications listed below in a written submission. Proposal must be uploaded to Question 2.1.1 in Proposal Questions & Evaluation Criteria section.Please describe your company's capacity to provide a dedicated Car Sharing Program for the exclusive use by the County with a single parking location within the specified geographical area of downtown Portland Oregon. In your response, please answer the following five (5) questions in detail.1.  Describe your company’s model for a dedicated Car Sharing Program with a single parking location within the specified geographical area of downtown Portland Oregon. The response should focus on the complete reservation process, ease of accessibility, vehicle maintenance, flexibility of the program, and customer service assistance and problem resolution.       a.  Outline in detail the process of how County employees will access and/or reserve dedicated Car Sharing Program vehicles and how they will pick up and return dedicated Car Sharing Program vehicles;       b.  Explain how your company will ensure and guarantee that each dedicated Car Sharing Program vehicle reservation by a County employee will be available at the time of vehicle pickup;       c.  Describe how your company will address a short notice reservation or a change to a reservation;       d.  Describe in detail the condition of Car Sharing Program vehicles pertaining to proper vehicle maintenance as required by manufacturer, vehicle performance malfunctions, vehicle down time, and vehicle substitutions;         e.  Explain in detail how your company will address Car Sharing Program vehicle accidents and your policy regarding insurance liability protection; and,       f.   Detail your company’s customer service support system, how it will resolve customer and/or vehicle issues, and any road side assistance programs or other customer related programs.2.   Outline in detail what an all-inclusive fixed rate fee charge model entails and all related fee charges.3.   Provide detail of how your company will maintain confidentiality of all information provided by County employees.4.   Describe your company’s administrative capacity, related programmatic experience, and partnerships that make your company best suited to perform car sharing services to the County.5.   Provide the following documents with your response package:      • Online membership application;      • Privacy policy;       • Insurance liability policy;      • Terms of use; and,      • Any other applicable document(s) that are relevant to the Car Sharing Program.
