OPTIONAL PRE-BID CONFERENCE A OPTIONAL Prebid conference is scheduled for March 3, 2020 at 9am at the Central Library: 801 SW 10th Ave., Portland, OR 97205.  Attendance is OPTIONAL for bid eligibility. Participants will be required to sign an attendance roster to document participation in the conference. SOURCING EVENT QUESTIONS/DEADLINE All questions in regards to the Sourcing Event must be submitted through the Q & A board by March 2nd at 4pm. SPECIFICATIONS AND ADDITIONAL REQUIREMENTS See the Bidding Pages, Project Manual, and Drawings, in Buyer's Attachments, for the full scope of work. BID DOCUMENTS All documents for this bid, contract terms and conditions are available for view and download on the Buyer Attachments page of this Sourcing Event. The Buyer Attachments page includes the following: Procedural Instructions - This includes "Instructions for Bidders" and Contract Award Procedures How to complete and Submit a Response to a Sourcing Event Bidding Pages Project Manual (Includes Sample Contract) Drawings RESPONSIBLE BUSINESS PRACTICE Contractor shall reuse, salvage or recycle as much waste materials as economically feasible. Minimize waste disposal in landfills. Contractor shall submit completed Pre-Construction Recycling Plan Form to City of Portland Solid Waste and recycling Division for projects within city limits. Contractor shall only us adhesives and joint sealants, aerosol adhesives, paints and coatings, and composite wood and agrifiber products and adhesives used for laminating them with VOC levels as defined in Section 01 6116 "VOLATILE ORGANIC COMPOUND (VOC) CONTENT RESTRICTIONS" in the Project Manual attached in Buyers Attachments. Contractor shall make a reasonable effort to include diverse suppliers, vendors, and subcontractors in the conduct of your business and supply chain. PREVAILING WAGE Prevailing Wage Rates apply to this project for the repairs and maintenance work.  Contractor shall comply fully with the provisions of ORS 279C.800 through 279C.870. The Contractor shall pay workers at no less than the specified minimum hourly rate of wage as provided in the Oregon Bureau of Labor and Industries (BOLI) publication titled "Prevailing Wage Rates for Public Works Contracts in Oregon, which is incorporated herein by reference, https://www.oregon.gov/boli/WHD/PWR/pages/pwr_state.aspx.  Every subcontract shall contain a provision requiring payment of prevailing wage pursuant to the provisions of ORS 279C.800 through 279C.870. Current Prevailing Wage Rate: Effective January 1, 2020 plus Amendment effective February 1, 2020. Bidders may also request a copy of the Prevailing Wage Rates and rules by calling the Bureau of Labor and Industries at (971) 673-0838. BID BOND A Bid Bond will not be required for this solicitation. PERFORMANCE AND PAYMENT BONDS Performance and payment bonds will not be required for this contract. BID SUBMISSION Enter Bid price in "Items" tab, "Service Line Items (1)," line S1.1 Interior Renovation Phase II. CONTRACT AWARD Contract award will be made to the lowest responsive/responsible bidder based on the line item total.
