Description

Metro is seeking a consultant to help to provide a foundation for the 2024 urban growth management decision as well as other regional planning efforts. This scope will continue Metro’s emphasis on “readiness” in urban growth management decisions and will strengthen our focus on housing affordability and equity.  Specific topic areas and their deliverables are described the solicitation document Generally, the work is intended to address the following:

·         Assess development outcomes in past UGB expansion areas:

o   Document the housing types, tenures, and prices that have been achieved.

o   Document the employment sectors, job densities and wages that have been achieved.

o   Assess the governance, infrastructure and market circumstances where development has been slow.

·         Improve understanding of the roles of different housing types (single family, middle housing, ADUs, multifamily), tenures (rent, own), and vintages for matching the range of household incomes.

·         Understand issues that relate to new statutory requirements in HB 2001 and HB 2003 (2019 session):

o   Readiness and market potential for middle housing development in existing neighborhoods and greenfields

o   Needed housing that results from historic underproduction of housing

o   Neeeded housing for people experiencing houselessness

o   Potential effects of local Housing Production Strategies (per HB 2003) on long-term regional housing production

·         Understand regional gentrification and displacement trends

·         Gain general understanding of the market feasibility of office-to-residential conversions

·         Develop tools for predicting the likelihood and type of development that may occur on various types of land, including vacant and developed land in residential and nonresidential zoning.

·         Develop a decision-support tool or matrix that summarizes the likelihood that the land supply in the UGB and in any concept-planned urban reserves addresses the region’s housing needs of various income groups.

·         Develop a methodology for establishing city-and-county-level housing targets that depict a more equitable distribution of affordable housing (should address existing and future housing needs).
