To promote the City of Philadelphia and maintain connections with the 11 cities in the City of Philadelphia's Sister Cities program; to maintain the City of Philadelphia's participation in the U.S. State Department's International Visitor Leadership Program; and tTo ensure that the City of Philadelphia conforms to international best practice and protocols in the hosting and support of international delegations
