Description

The Philadelphia Water Department (PWD) – Bureau of Laboratory Services (BLS) operates an extensive On-line Water Quality Monitoring (OWQM) Network throughout the water distribution system that consists of 40-plus monitoring stations. Data generated from these sites provides our water quality engineers with reliable water quality data that allows PWD to efficiently manage variations and/or sudden changes in water quality within the water distribution system. The OWQM network has been in operation for over 18 years and each OWQM site is equipped with instrumentation, hardware, and communications components that consists of: 1) an array of conventional and novel water quality sensors, analyzers, and automated samplers, 2) data acquisition hardware consisting of a programmable logic controllers (PLC), remote terminal unit (RTU), operator interface terminal (OIT), and uninterrupted power supply (UPS) and backup power protection, and are integrated into our communications network using DNP3 programming protocols and 3) dual wireless cellular data communications systems that enable water quality data to be transmitted to PWD servers for processing, validation and analysis prior to distribution to key end users throughout the Philadelphia Water Department. In order to effectively maintain and operate these systems, PWD requires highly motivated and experienced principal engineering firm with a proven track record of successful engineering achievements to provide "Engineering Consultation, Design, Systems Integration and Field Instrumentation Technical Support Services," to our existing municipal OWQM network to ensure PWD continues to meet our mission objective of providing reliable water quality data to key end users. The principal engineering firm "will be required to maintain project continuity" for all current and proposed project operations, to assistance with instrumentation, hardware, and software programming and facilitate training of PWD OWQM project
