Description

The City, as a qualified self-insurer for workers' compensation in the Commonwealth of Pennsylvania, is seeking proposals from qualified actuarial firms to provide the City with an actuarial analysis of its self-insured employee disability program as of the fiscal year end. The review must include an estimate range of reserve balances required to cover unpaid workers' compensation claim liabilities, including incurred but not reported claims (IBNR), analysis of ultimate outstanding liabilities and projecting next fiscal year's expenditures. The City of Philadelphia (the "City") is a municipality employing approximately thirty-thousand individuals throughout the City at various locations. The City's workers' compensation and employee disability claims are administered by a Third-Party Administrator (TPA). The report provided by the successful Applicant must be suitable for inclusion in the City's annual reports prepared in accordance with Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB).
