James Finnegan Playground is located at 6801 Grovers Ave., Philadelphia, PA, 19142. The site, approximately 18 acres,  contains a recreation building, a pool building, one pool, two playgrounds, a spray-ground, five tennis courts, a soccer mini-pitch and adult fitness equipment (new 2019), 2.5 basketball courts (one renovated in 2019.) Three field complexes are multi-use and accommodate 6 baseball/softball fields, football fields, soccer fields, and cricket fields. The recreation building is a one-story slab on-grade brick masonry structure, approximately 3,500 SF, and contains one large and one small multi-purpose room, staff office, three bathrooms, a kitchen/storage area and five small storage and/or mechanical closets.  The pool building is one-story slab on-grade brick masonry structure, approximately 2,400 SF, and contains a pool staff office and bathroom, two gender-segregated single-service public bath/changing rooms, one small storage room and one large storage room with garage door access. The buildings are approximately 3,500 SF (recreation building) and 2,400SF (pool building) and the parcel is approximately 18 acres .A comprehensive community engagement and participatory design process will inform the final program of the building and site. The Design Team shall include two leads, one from the Architectural Team and one from the Landscape Architecture Team.  Civil Engineering services will be solicited under separate opportunities. The scope of services contemplated under this opportunity constitute the Architectural Team. The Architectural Team shall include services rendered by PA Registered professional Architects, Structural Engineers and Mechanical Electrical and Plumbing Engineers. The Trust for Public Land encourages Architects to assemble teams of subconsultants that are positioned to deliver high quality work and meet the diversity and inclusion objectives of Rebuild. The Trust for Public Land is soliciting interest from firms capable of serving as subconsultants with expertise in MEP, Structural Engineering, Civil Engineering, and Survey work. Firms are encouraged to assemble teams through their own efforts and through referrals that The Trust for Public Land provides as a result of this solicitation.  Preference will be given proposals whose teams meet or exceed diversity and inclusion objectives.   SCOPE OF WORK The Trust for Public Land is soliciting proposals for Architectural Services related to the James Finnegan Playground Project, located in the Paschall and Elmwood neighborhoods of Southwest Philadelphia.  We refer you to the James Finnegan Playground Applicant Site Information provided by Rebuild for project standards, including Parks and Recreation Standards, PWD Regulatory Requirements and Inclusive Design.  The scope of work will be finalized upon completion of the Building and Site Assessment, which will be provided to the selected team prior to finalizing the contract.   At this point, preference has been made for keeping the existing building.   However, if a cost benefit analysis demonstrates priority for a new building, we will want to review fee proposals that consider both a New Building and a Renovation Scope.   Recognizing the varied scope and team required for these two approaches to the project, we are asking all respondents to prepare a proposal for both.
