Description

Registration for the mandatory preproposal meeting must be submitted no later than January 19, 2026, at 5:00 PM PT.

The City of Redmond (City) is initiating a Request for Proposal (RFP) for the development of an Urban Forestry Management Plan (UFMP). The City seeks to engage professional vendors to perform consultant services to comprehensively review the City’s policies and provide a strategic framework for operational goals and implementation in an UFMP.  One of the primary goals of this project is to educate the public on the program activities and regulations related to the City’s urban forestry efforts.

Another goal of this solicitation is to facilitate the understanding of the City’s operational goals, amend regulations, facilitate and outline interdepartmental processes for plan and inspection reviews, and standardize maintenance efforts across City-maintained locations to improve and maintain the City’s urban forest.

In addition to the UFMP, the City requires two separate tree inventories to allow for identification and prioritization for specific management activities on City properties and in public Rights-of-Ways.

Pre-Proposal Conference Information

A mandatory preproposal meeting will be held via Teams (link to be provided to all plan holders registered) on January 20, 2026, at 2:00 PM PT. Statements made by City representatives at the pre-submittal meeting are not binding on the City unless confirmed in an addendum.

Registration for the mandatory preproposal meeting must be submitted no later than January 19, 2026, at 5:00 PM PT.

What are the right-of-way distances behind curb/sidewalk? 36,000 ROW trees seems to be a very high estimate.

Answer:

Minimum is 2 feet. We are estimating is about 1 tree per resident.

Excess funds would be used to execute projects recommended in the plan.

For the City owned inventory, can the City clarify the intended meaning of “Tree Appraisal Value” (e.g., CTLA trunk formula method, replacement cost method, or another standard) and whether the City has a preferred valuation approach?

Question:

Task 2-B requires a Risk Rating (Low, Moderate, High, Extreme) for all City owned trees, and Exhibit A-3 references ISA TRAQ for “hazardous trees.” Does the City expect the Risk Rating to be based on a formal ISA TRAQ assessment performed by TRAQ credentialed staff for all inventoried trees, or is a planning level risk category acceptable with TRAQ applied only to trees identified as hazardous/1st priority removals?

Answer:

We are requesting tree risk assessments by a qualified TRAQ arborist for the trees that pose a high risk / potential to fail. We do not see the need for every tree to have a risk assessment done unless the priority rating can’t be determined by a quick visual or if the priority 1 rating is questionable.

For the City owned inventory “Picture” requirement, is the City expecting one photo per tree (minimum), and should photos be stored as attachments in a geodatabase, as file paths/URLs, or another format?

Answer:

The photos stored as an attachment to points in a geodatabase.

For “tabular data shall be included in the UFMP document,” does the City want (a) summary tables only (counts, condition, risk, species), or (b) full inventory attribute tables included as appendices?

Answer:

Summary tables only in the document. We would like to clarify that the City would like attributes detailed in the City-Owned and Maintained inventory for each tree in record in the geodatabase.

Question:

The RFP references “using the existing Oregon Department of Forestry canopy assessment.” Can the City share the specific ODF dataset or report being referenced (name/link), and confirm the year the canopy information is based on (imagery/analysis date)?

Answer:

The assessment is from 2024 and will be updated this 2026 year based on imagery. Once the contract is executed, the assessment link will be shared.

Please confirm whether canopy work is limited to using an existing assessment to support goal setting, or whether the City is open to (or expecting) development of a new canopy baseline if existing data is outdated or unavailable.

Answer:

The canopy work is limited to the existing ODF assessment to support the goal.

Are there any page‑limit restrictions for the scope of work and fee estimate appendices beyond the note that they do not count toward the 10‑page limit? Additionally, may we include additional information about our approach in an appendix?

Answer:

We assume scope of work would be included in the 6-page limit of Project Understanding and Approach. If additional detail is merrited, they could be included in the appendices but it will not impact the scoring. Fee estimate does not have a page limit and can be further detailed in the appendix.

The RFP references the submission of ‘insurance and bonds’ (Section XI) and Exhibit 2 also refers to ‘all bonds,’ but the solicitation does not specify any required bond type or amount. Please clarify whether any bonds are required for this contract, and if so, which type(s) and the corresponding amounts.

Answer:

Bonds will not be required for this contract.
