Description
Tualatin Valley Water District (TVWD) is soliciting proposals from qualified professional firms for a Classification and Compensation Study.
Proposals must be submitted to Heather Speight, Procurement and Contract Administrator, both electronically and in hard copy originals. The electronic proposals will be accepted via Equity Hub’s Bid Locker at https://bidlocker.us/details/2862_Classification_And_Compensation_Study (Bid Locker) until 2:00 p.m. Pacific Daylight Time, on May 12, 2022 (Deadline). Before Proposers can submit their proposal, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register.
Proposers must also submit six paper copies of the proposal to Tualatin Valley Water District, Attn: Heather Speight, 1850 SW 170th Avenue, Beaverton, OR 97003. The envelope must be clearly marked with RFP No. TVWD-20220413. The hard copies of the proposal are also due at the Deadline of 2:00 p.m. Pacific Daylight Time on May 12, 2022.
Any proposals received after the Deadline will not be considered. Proposals must be submitted both electronically and in hard copy by the Deadline. Proposals missing either the electronic or hard copy portion by the Deadline may be considered nonresponsive. Proposals will not be publicly opened.
RFP documents may be obtained electronically from Bid Locker in electronic or hard copy format by contacting Megan Verdoorn at Contractor Plan Center, Inc. 5468 SE International Drive, Milwaukie, OR 97222, (503) 650-0148, megan@contractorplancenter.com, www.contractorplancenter.com. Proposers will be notified via email when addenda are published. It is the responsibility of the proposer to obtain all addenda.
TVWD reserves the right to cancel this RFP, reject any and all proposals not in compliance with prescribed public contracting procedures and requirements, including proposer responsibility under ORS 279C.375(3)(b), and may reject for good cause any and all proposals upon TVWD’s finding that it is in TVWD’s or the public’s best interest to do so. TVWD reserves the right to waive informalities and to negotiate a contract with the highest scoring proposer. Proposers need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).
Proposers will be responsible for all costs associated with preparing a proposal.

About Tualatin Valley Water District
Contracting with TVWD
TVWD is a special district, established to provide drinking water, and is governed by an elected Board of Commissioners. Because some of the information in our solicitations is confidential and protected under US law, all vendors are required to complete a Confidentiality Agreement prior to their TVWD Bid Locker profile being approved. This approval is a manual process. Please allow one business day for approval and follow any emailed instructions received. TVWD is not responsible for vendors who cannot download and/or submit solicitation responses due to vendor profiles that are not approved.
