Description

Tualatin Valley Water District (TVWD) is soliciting proposals from qualified firms able to provide professional services in support of outreach, communications, and technical assistance as it relates to the United States Environmental Protection Agency’s recently adopted Lead and Copper Rule Revisions (LCRR), including TVWD’s current work on completing its Lead Service Line Inventory project.  Customer outreach is expected to begin in late 2022 with overall support needed through 2024 and beyond as the LCRR is implemented at the state level. Interested firms must submit proposals.

The Request for Proposal (RFP) documents are available at https://bidlocker.us/details/3079_Lead_Copper_Rule_Revisions_Strategic_Assistance (Bid Locker).  Before Proposers can download the RFP documents or submit their proposal, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register.

An optional pre-proposal conference will be held via Microsoft Teams on Wednesday, August 31, 2022, at 1:00 p.m. Interested parties must email Heather Speight, Procurement and Contract Administrator, at heather.speight@tvwd.org no later than 9:00 a.m. on August 31, 2022, to receive a calendar invitation to the pre-proposal conference.  Include the attendee name, firm name, phone number, and email address of each attendee with the request for the pre-proposal conference invitation.

All proposals must be submitted by 2:00 p.m., Wednesday, September 21, 2022 (Deadline) to Bid Locker.  Late proposals, hard copy submissions, and submissions via fax or email will not be accepted.  Proposers are responsible for obtaining any Addenda by using the link provided in the automatic email.  Proposals will not be accepted after the specified date and time.  Proposals missing any portion by the Deadline may be considered nonresponsive.  Proposals will not be opened publicly or read aloud.

TVWD reserves the right to cancel this RFP, reject any and all proposals not in compliance with prescribed public contracting procedures and requirements, including proposer responsibility under ORS 279C.375(3)(b), and may reject for good cause any and all proposals upon TVWD’s finding that it is in TVWD’s or the public’s best interest to do so. TVWD reserves the right to waive informalities and to negotiate a contract with the highest scoring proposer.  Proposers need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).

Proposers will be responsible for all costs associated with preparing a proposal.
