Description
University of Maryland Global Campus (“UMGC” or the “University”) is soliciting proposals for advertising media buying services. The selection process will be done in four (4) phases.
Phase 1 Portfolios: As the initial phase of this solicitation, interested Offerors who meet the qualifications set forth in this solicitation document are invited to submit a Portfolio providing evidence of their qualifications and experience providing successful and analytical, “cutting edge” advertising and media buying service. Only firms that for each of the last three (3) years had at least one client for whom they purchased a minimum of $5 million of advertising media shall be susceptible for an award. All Offerors who submit a Portfolio will be notified as to whether they are shortlisted for Phase 1. Only Offerors who are shortlisted after Phase 1 will receive the scope of work for this solicitation and be invited to submit a Technical Proposal by the due date and time in the Solicitation Schedule. There will be no question & answer ("Q&A") period during Phase 1.
Phase 2 Technical Proposal Submissions: Technical Proposals will be evaluated based on the evaluation criteria set forth in the Phase 2 solicitation document. All Offerors who are invited to submit a Technical Proposal will be notified as to whether they remain shortlisted following evaluation of Technical Proposals.
Phase 3 Oral Presentations/Interviews (optional): Shortlisted Offerors may be invited to attend an Oral Presentation/Interview via Zoom with the University during the period of time set forth in the Solicitation Schedule. Offerors are advised to set aside these dates in their entirety.
Phase 4 Pricing: Instructions for submitting Price Proposals will be provided in the Phase 2 solicitation document. Price Proposals must be submitted by the due date and time in the Solicitation Schedule. Offerors that are not shortlisted following Phase 2 and/or 3 do not need to submit a Price Proposal.
Special Instructions
An MBE subcontracting goal of no less than eight percent (8%) of the total services contract value is established for this solicitation. This percentage only applies to the firm’s media buying service fees, not “pass-through” funds, such as the cost of the advertisements themselves.
